I heard back from customer service. Regarding pricing and automatic discounts, they said:
"...please know that as per our terms and conditions, our decision to discount products is based on a number of considerations which can vary over time. You will continue to receive the set percentage of the list price you set for every sale, even if Amazon changes the retail price for your content."
"Also, if your title has a physical book counterpart we recommend you price at a discount relative to the lowest priced physical book version. At Amazon we believe in passing on any savings to our customers and since in most cases digital books cost less to store and to distribute, we recommend reflecting this in the price."
Um, okay.

Given my own experience, I think that reply and others like it are just pouring oil on the stormy sea. Absolutely no question that the discount system is broken. Alternately ole Jeff has done away with discounts altogether, because none of my titles is discounted this morning.

Something's definitely going on, but it's inconsistent: two of my Kindle books remain discounted, one isn't. Also, none of the books I published through Amazon's CreateSpace were discounted, but the one published through Lightning Source that has been discounted - is now not showing up in the catalog search (although it does show up if you click on the link to the author)!
Good heavens. What a silly mess...

You put the asking price. amazon (like any other retailer) will lower and raise the price at will. What cub06h was trying to tell you is to put the price you feel the book will best sell at.
There is no rule or promise if Amazon will discount the book or not.
No matter what Amazon sells the book for they will pay 35% of the suggested retail price you set.

Mike, do you still have the discount on those holdouts?
Perhaps my mistake was republishing most of my titles to take the kinks out and add an author's page. That would have put them back in play.
But come to think of it, there was one I didn't republish, and it too has lost the discount.

Yes, but it's inconsistent:
- In Her Name (Omnibus Ed.) -- still has the discount (20%). I haven't messed with this one in quite a while. The print edition, published through Lightning Source, also still has a discount (10%, which is cheesy, since Amazon is getting a 40% discount on the pricing!)
- In Her Name: Empire, still has the discount (20%). The print edition, published by Amazon's CreateSpace a couple months ago, has never been discounted.
- Publish Your Book on the Amazon Kindle: A Practical Guide is no longer discounted (not sure when that happened), and the print edition, which used to be discounted, no longer is.
So, I'm not sure what the heck's going on! D'oh!

so most of my author's titles are listed at $7.49 and today Amazon has them listed as Amazon price full print retail price and it says Surcharge? hopefully another glitch, but I am looking for other mobi providers
this is crazy to have to constantly check all the books on my Kindle shelf to see what the latest weirdness is and try to fix it

This week we will finally be requesting an independent investigation and audit of these endless Amazon "glitches"--can you please provide a link to a few of your titles so that I can see what you're describing here?

Duly noted, Ken. This situation is beyond untenable, it's obscene.
Did you try lowering your book's MSRP and, if so, what happened? Also, I just sent a request that some bestselling categories be added to its listing and, of course, that its discount be restored. You should do the same, as there are still plenty of bestselling lists that your book could and should appear on, even though Amazon has adversely affected its sales ranking. (I added the request about your discount because if we don't demand our discounts NOW we'll never see them again.)
But chin up. Everything will be okay.
